Leonida is more than Vice City: Rockstar's material deliberately shows extreme transitions between dense city, islands, swamp, industry, and wilderness.

This is how Rockstar describes the state's six areas. The places named are official; specific in-game activities there are not.
Six areas
Glamour, hustle and greed in one city: pastel art deco hotels and the white sand of Ocean Beach, the panaderías of Little Cuba, knock-off designer goods at the Tisha Wocka flea market, and the port at the heart of the cruise trade.
Laid-back living on a tropical peninsula — a deck chair, a beer, and some of the most beautiful and most dangerous waters in America right outside the door.
Untouched expanses that hide a lot beneath the surface. Alligators are the famous attraction, but deadlier predators and stranger discoveries wait in the mangroves.
Cheap motels, shuttered attractions, empty malls. In this former holiday hotspot a different economy booms — liquor, painkillers and gas station energy drinks. Dirt bike country.
In the heart of Leonida, industry and traditional values rule. The Allied Crystal sugar plant provides the jobs; the local biker gang provides almost everything else.
A national landmark near the northern border, good for hunting, fishing and hiking. Backcountry woods are home to hillbilly mystics and paranoid radicals living off the grid.
Also observed
GTA 6 is set in a modern version of Vice City — unlike the 1980s original from 2002. The swampland of the Leonida Wetlands also appears in the footage. Two crews are known by name: Thrillbilly Mud Club and High Rollerz Lifestyle.
